Idea Cellular urges TRAI to calculate IUC by bifurcating VoLTE and TDM calls

Idea Cellular has urged the Telecom Regulatory Authority of India (TRAI) to evaluate interconnect usage charges (IUC) by bifurcating the calls terminating on voice over long term evolution (VoLTE) networks and those terminating on time division multipliex (TDM) networks using 2G and 3G technologies. Based on cost data and weightage between these two, an IUC can be arrived either using fully-allocated cost or long-range incremental cost. This weightage can be reviewed every 12 months, taking the previous months’ traffic data as the basis. Meanwhile, the respective costs of VoLTE and TDM can be reviewed once in 36 months.

Alternatively, Idea has suggested that each operator can be allowed to segregate the minutes ending on their network between VoLTE and TDM calls. The regulator can then separately determine IUCs for both.

According to Idea Cellular, TDM-based networks using 2G, 3G, 4G technology are currently terminating over 95 per cent of voice traffic; and the newer VoLTE-based 4G network, currently accounts for less than 5 per cent of the voice traffic.

Earlier in a letter to TRAI, Idea Cellular had called for a transparent cost-based IUC and contended that lower charges would not bring down cost for consumers.
